Waste and water anchor this sector, not solar. Around 20 companies run verified waste and resource-recovery operations in Singapore, ahead of the 19 in solar and 15 in water and wastewater. The heavy work sits in Tuas and Senoko: Keppel Seghers operates waste-to-energy plants at both estates, and TuasOne incinerates 3,600 tonnes a day. Water technology is backed by local manufacturing — seven indigenous membrane makers produce hollow-fibre and nanofibre membranes on the island. Solar is real but mostly engineering and installation; one panel manufacturer, REC Solar in Tuas, produces about 4 million heterojunction panels a year, while floating arrays cover Tengeh Reservoir (60 MWp) and Kranji (150 MW). Emissions control adds around 15 companies handling dust, fume and marine-scrubber retrofits, kept separate from semiconductor gas abatement. Energy storage is younger: Singapore's 200 MW Jurong Island battery system was built on imported technology, and the local integrator base is still forming. NEA's General Waste Collectors register lists 368 licensees, the working denominator for the waste layer. The searchable demand here is residential and HDB solar — an audience this sector does not serve. Its buyers commission through tenders and EPC relationships, and its plants are genuinely filmable industrial sites.
Design, engineering, procurement and installation of rooftop and ground-mounted photovoltaic systems for factories, warehouses and commercial buildings. Work covers grid-tied inverters, mounting structures and grid connection under the Enhanced Central Intermediary Scheme. Buyers select on EPC track record, financing model and operations-and-maintenance terms.
Energy audits, retrofits and performance contracting that reduce building and industrial energy use, covering chiller plant optimisation, lighting, HVAC controls, sub-metering and monitoring. Energy Services Companies deliver measured savings under performance contracts. Buyers select on accredited energy auditors, guaranteed-savings terms and measurement-and-verification method.
Advisory and engineering services covering environmental impact assessment, pollution control, contaminated land, air and noise monitoring, and regulatory compliance. Firms prepare studies and permit applications for NEA, PUB and URA submissions. Buyers select on qualified environmental professionals, laboratory accreditation and comparable-project track record.
Collection, sorting, treatment and recovery of industrial, commercial and hazardous waste, including recyclables, e-waste, chemical waste and general refuse. Covers licensed transport, material recovery facilities and treatment. Buyers select on NEA collector licences, downstream traceability and disposal documentation.
Engineering, supply and operation of systems treating process water, potable water and industrial effluent, including filtration, reverse osmosis, membrane bioreactors and water reclamation. Serves manufacturing, utilities and municipal clients. Buyers select on PUB compliance record, plant references and ability to build, own or operate.
Companies shaping the sector
Cleantech Solar finances, builds, owns and operates solar and wind plants for commercial and industrial customers across Asia, holding roughly 1.2 GWp of projects in operation, construction and development across seven countries from India to Vietnam. Customers pay only for the energy generated, with no upfront capital. Headquartered in Singapore, the company became wholly owned by Keppel Ltd. and Keppel-managed investors in November 2025, when Shell sold its 49 per cent stake.
