Singapore builds off-site because land, labour and time are scarce, and the Building and Construction Authority (BCA) has made Design for Manufacturing and Assembly (DfMA) the default: structural components, whole rooms and whole apartments are now cast or assembled in a factory and stacked on site. The dominant methods are advanced precast concrete (columns, beams, walls, hollow-core slabs, façades), PPVC (Prefabricated Prefinished Volumetric Construction) — complete fitted-out modules craned into place — PBU (Prefabricated Bathroom Units), and mass-engineered timber (MET) for lower-rise and institutional work. A buyer — a main contractor or developer — screens a factory on a specific stack: BCA-accepted / SCI-accredited PPVC or precast manufacturer status; factory capacity measured in cubic metres, floor area or modules per year; ownership of an Integrated Construction and Prefabrication Hub (ICPH) — BCA has awarded five ICPH land tenders to date — and a delivered track record on HDB and private residential blocks. The word to watch is accepted: PPVC systems and manufacturers must clear BCA acceptance before they can be specified.
The market runs from a handful of automated ICPH operators down to specialist casters and a thin mass-timber tier. At the top sits the HL-Sunway JV (R3 Precast, under Hong Leong Asia, with Sunway Concrete Products), which opened what it bills as Singapore's largest ICPH — 3.8 hectares, 26 production lines, two automated precast systems, designed to supply 100,000 m³ of precast a year for roughly 2,500 dwelling units. Eastern Pretech is the long-run precast major (seven locations, over 3.5 million m³ delivered); Tiong Seng built Singapore's first ICPH and runs proprietary Lithe™ PPVC and UHPC bathroom pods; Dragages Singapore and its automated arm Greyform anchor the Bouygues-backed precast/PBU capability; Poh Cheong spans two Singapore plants plus offshore hubs in Senai, Johor, and Yangon. The structural shift is twofold — BCA's productivity push pulling volume off-site, and cost pressure moving heavy precast and PPVC module fabrication to lower-cost offshore ICPHs in Johor/Senai and China that ship finished modules into Singapore.
