The buyer of commercial & industrial (C&I) solar in Singapore is a factory, port, logistics operator, mall REIT or government agency, and the questions they ask are unlike a homeowner's: what is your installed MWp track record, will you fund it as solar-as-a-service under a 15–25 year PPA so there is zero upfront capex, can you build floating and ground-mount as well as rooftop, and have you cleared an EMA/SolarNova government tender. This is a tender-led and PPA-led market, not a retail one — the searchable demand ("HDB solar," "residential solar Singapore") points at an audience this capability does not serve, because C&I megawatts are awarded through JTC's SolarLand and HDB/EDB's SolarNova programmes, PUB floating-solar tenders, and bilateral corporate PPAs. Singapore's national target is 1.5 GWp of solar by 2025 rising toward 2 GWp by 2030 (EMA/EDB), and roughly a third of that is being delivered by a single company, so the field is concentrated and evaluated on balance-sheet depth and O&M reliability rather than price alone.

The shape of the industry is a short list of large developers and independent power producers (IPPs) sitting above a longer tail of EPC and O&M contractors. Sembcorp Industries (SGX: U96) crossed 535 MWp of Singapore solar and operates the 60 MWp Tengeh Reservoir floating farm (122,000 panels across 45 hectares) plus the won 86 MWp Pandan Reservoir floating tender — one of the world's largest inland floating clusters. EDP Renewables APAC, which absorbed home-grown Sunseap in 2021, holds the SolarNova 1/4/8 pipeline (~380 MWp) and runs the 9.5 MWp Jurong Port array billed as the world's largest port-based solar facility, and won the largest-ever public tender (up to 200 MWp). Floating and offshore solar (Tengeh, Kranji, the Johor Strait) is the local frontier because land is scarce; manufacturing is not — REC Solar in Tuas is the lone panel maker, turning out roughly 4 million heterojunction (Alpha) modules a year, while Singapore-headquartered Maxeon designs cells but fabricates offshore. Structural shifts to watch are successive SolarNova tranches (now SolarNova 8), PUB's move from Tengeh to Pandan and larger reservoirs, and low-carbon electricity import corridors (Sembcorp's conditional 1 GW from Sarawak) that reframe "clean energy" beyond domestic panels.
