Offshore rig building is the construction, repair and life-extension of mobile offshore drilling units — jack-up rigs, semi-submersibles and drillships — a distinct heavy-engineering discipline from merchant shipbuilding, judged on drilling-package integration, class certification and deep specialist yard capability. Singapore is the historic world capital of jack-up construction: in the mid-2000s roughly 73% of jack-ups under construction globally were being built in Singapore yards (then Keppel FELS and Sembcorp Marine's PPL Shipyard / Jurong Shipyard). That dominance now sits inside one company. The buyer — a drilling contractor — reads a rig builder on proprietary rig design (the KFELS Super B and similar classes), drilling-depth and water-depth rating, delivery track record, and repair/upgrade/life-extension capability for an ageing global rig fleet.

The field is highly concentrated. Seatrium — through its Pioneer Yard and the legacy Keppel FELS and PPL Shipyard heritage — is the dominant, and effectively the only full-scope, Singapore rig builder, having delivered five KFELS Super B Class jack-ups to Borr Drilling (400-ft water depth, 35,000-ft drilling depth) and running a major rig repairs, upgrades and life-extension business at its Admiralty Yard. Beneath it, a thin layer of offshore fabricators and shipyards contribute rig-related fabrication, repair and modular work — McPEC (offshore/rig fabrication and repair) and PaxOcean (a Kuok-group shipyard with rig-repair and offshore capability). The honest shape of this slug is a single national champion plus a small support tier — the record should reflect that concentration rather than pad it, and the primary names are already records on the Index to be extended, not duplicated.
