A buyer evaluating a water partner in Singapore works down a fixed stack: membrane technology and IP (does the firm make its own RO/UF/MBR, hollow-fibre or nanofibre membranes, or buy them in); EPC and BOOT/BOT track record measured in plant capacity (m³/day or MGD) and years of concession operation; whether the pedigree is industrial effluent and zero-liquid-discharge (ZLD) or municipal potable/NEWater/desalination; and the PUB project pedigree that signals a firm has cleared Singapore's own standard. Singapore is a genuine global hub here — PUB's NEWater and desalination programme and the Singapore International Water Week ecosystem exist precisely to concentrate this expertise — so the bar is high and the credible names are few. The record's job is to separate the firms that own membrane technology and operate concession-scale plants from the resellers and chemical-dosing contractors that cluster underneath them.
Singapore's water industry has a clear shape. At the top sit the integrated majors running concession-scale assets: Sembcorp Industries (SGX: U96), operator of the country's fifth and largest NEWater plant and multiple membrane-bioreactor (MBR) industrial-wastewater plants, and Keppel (SGX: BN4), whose Keppel Infrastructure/Keppel Seghers arm built and operates the 137,000 m³/day Keppel Marina East Desalination Plant and the 162,800 m³/day Ulu Pandan NEWater upgrade. Beneath them are the membrane makers — the distinctive Singapore strength — a cohort of indigenous producers of hollow-fibre and nanofibre membrane, including Memstar (PVDF hollow-fibre MBR, CITIC Envirotech's manufacturing arm), De.mem (ASX: DEM), Nano Sun, Memsift Innovations, Eurotec and Meiden. A third band of industrial-water specialists — Kurita, Darco Water, CITIC Envirotech, Moya Holdings Asia (SGX: 5WE) — serves refineries, semiconductor fabs and overseas municipal concessions. Structural shifts now driving demand: the energy cost of desalination (pushing dual-mode and lower-pressure RO), ZLD and high-saline effluent from electronics and chemicals, PFAS removal, and rising water reuse targets. The collapse of Hyflux — once the sector's flagship — reordered the field and left its former staff and technology dispersed across several of the firms below.
