The anchor project is Tuas Port, the world's largest single port-reclamation programme: Phase 1 alone created 294 hectares of new land and an 8.6-kilometre seawall formed by 221 caissons (each about ten storeys tall and 15,000 tonnes), and when all four phases finish in the 2040s the port will consolidate Singapore's container handling into one terminal rated at 65 million TEU a year. That is a multi-decade pipeline of caisson, dredging and marine-civil work. The buyer — the MPA, JTC, PSA or a main contractor — reads a marine contractor on dredging fleet (trailing-suction hopper dredgers, capacity), reclamation and soil-improvement capability, marine-civil track record (wharves, jetties, coastal protection), and owned marine plant (barges, tugs, piling rigs).

The field is two-tiered. The mega-reclamation contracts go to the foreign dredging majors with the largest hopper fleets — Boskalis and Van Oord (Netherlands) and Penta-Ocean (Japan), the consortium behind Tuas reclamation and the ~US$985 million Pulau Tekong polder. Beneath them, a genuine tier of homegrown Singapore marine-civil contractors takes the wharves, seawalls, revetment, piling and barging: Hock Lian Seng (Marina Coastal Expressway / Marina Wharf), HSL Constructor (wharves, jetties, cofferdams, intake/outfall structures from a Penjuru waterfront yard), Santarli (a pioneer local reclamation contractor with its own vessel fleet), Antara Koh (marine piling and foundations), Kim Heng (crane/flat-top barges and tugs supporting dredging contractors), and specialists Oung Construction, Synergy Marine and IMID. The record should lead with the homegrown marine-civil layer while noting the foreign primes that hold the headline reclamation contracts.
