Plumbing and sanitary is a licence-gated capability in Singapore: any water-service or sanitary work on a building must be carried out under a PUB Licensed Plumber, and PUB approval of the plumbing and sanitary submission is the gate that clears a project. The buyer's stack is narrow and specific — a PUB Licensed Plumber on staff or retained, a BCA grade under workhead ME12 (Plumbing & Sanitary Works) that sets the maximum public-sector tender value, demonstrated project scale, and clean integration with the wider M&E package (the plumbing riser, cold- and hot-water reticulation, sanitary and soil/waste stacks, drainage, sewer connection and IC live inside the mechanical-services envelope). Only six firms hold the top L6 grade for ME12 (unlimited tender value), with roughly 39 at L5 and 38 at L4 — a small, verifiable population that rewards a primary-source (BCA/PUB) record over listicles.
The shape is two-sided and honest to state: the standalone, dedicated plumbing-and-sanitary specialist set is genuinely modest — a tail of owner-run SMEs (Sin Hong Yong, ANS, Eng Chin Hang, Feng, Ideal) that self-perform PUB-licensed water and sanitary works, mostly at L4–L5, many without a strong web presence. The scale sits with integrated M&E contractors that self-perform plumbing and sanitary as one workhead among several (King Wan, ASK M&E, APP Engineering, Great Resources/China Construction M&E, Kandenko), plus large main contractors like Gammon that carry an ME12 registration to self-deliver on their own projects. For the Index the film-worthy stories skew toward the integrated M&E firms and the few dedicated specialists with real commercial track record; the retail/home-reno plumber population and sanitaryware sellers sit outside the record.
