The field

Customs brokerage is the compliance gateway of Singapore trade — the licensed declaring agents and specialists who file the import, export and transhipment permits, classify goods, handle Certificates of Origin and manage the trade-compliance obligations that clear cargo through the world's most efficient customs regime. Every shipment moves through TradeNet, Singapore's national single-window: it processes over 10 million trade-permit applications a year, clears roughly 90% within minutes, issues about 100,000 Certificates of Origin annually, and cut the permit fee to around S$2 — a system that helped Singapore rank first globally for customs-clearance efficiency on the World Bank's 2023 LPI. Filing into it requires a Declaring Agent (DA) account and Customs-certified Declarants; since 2023 Singapore Customs has graded agents under a DA Governance Framework across five bandings (Basic to Premium), and origin scrutiny is rising — Customs has investigated some 690 origin/CO-related cases since 2020, raising the value of specialists who get rules-of-origin and FTA declarations right.

The buyer reads a customs broker on declaring-agent status and banding, Customs-certified declarant competency, scope (import GST/export/transhipment permits, Major Exporter Scheme, Preferential Certificates of Origin under CECA/RCEP/CPTPP and other FTAs, Strategic/controlled-goods declarations), trade-compliance and HS-classification advisory, and capacity (standby manpower, financial guarantees lodged with Customs). The field has two shapes. Most Singapore freight forwarders self-perform customs as part of forwarding — so the largest declared volumes sit inside CWT, Vibrant, DHL, Kuehne+Nagel, Expeditors and their peers. But there is a real tier of dedicated declaring agents and customs specialists who process declarations as their core business — Declarators (ISO 9001, ~100 staff, financial guarantee lodged with Customs), TNETS Global, RichGlobal, Declaration Nexus (MES and preferential-origin work), E-Smarts and customs-led forwarder Chiang Huat — plus Importer-of-Record providers such as Carra Globe that file on behalf of companies without a Singapore entity.
