The BCA register is the sector's real structure: contractors are classified by workhead and grade, and they win public tenders on demonstrated capability rather than on how they present themselves.
Construction and built environment is the deepest sector on the index, spanning 11 to 14 capabilities — more than any other hub. Its structure follows the registers of the Building and Construction Authority (BCA), the national regulator, which classifies contractors by workhead and grade. That register is the SME layer: firms compete for public tenders on demonstrated capability, not marketing.
The work divides in two. Off-site manufacturing produces components in factories — advanced precast concrete, prefabricated volumetric modules (PPVC), bathroom units, mass engineered timber and structural steel — for assembly on site. On-site trades cover the mechanical and electrical (M&E) systems that make a building run: air-conditioning and ventilation (ME01), electrical (ME05), fire protection (ME06), plumbing and sanitary (ME12), and integrated M&E contracting (ME15). Façade engineering and architectural glass processing close the envelope.
A specialist tier builds controlled environments: eight of 21 verified cleanroom contractors hold BCA grades and construct hospital isolation rooms and semiconductor fabs under the same EPC discipline. Adjacent measured demand is thin — 30 companies surface under "steel manufacturing" — but the population is large and locally directed, working across precast yards, timber plants and active sites islandwide. Verification is staged: each capability page renders "Companies shaping the sector" only once real firms are verified into it.
Design, installation and maintenance of air-conditioning and mechanical ventilation systems — chillers, air handling units, ductwork, cooling towers and controls — for comfort and process cooling. Buyers assess BCA workhead registration, energy-efficiency record and testing-and-balancing documentation against cooling load and building use.
Integration of building services — HVAC, lighting, power, access and energy metering — under a central management system that monitors and controls equipment through sensors, controllers, networks and software. Buyers assess protocol support, system-integrator experience and energy-optimisation record against building type and control-point count.
Design and installation of building electrical systems — LV and HV distribution, switchboards, cabling, lighting, earthing and standby power — for buildings and industrial plants. Buyers assess Licensed Electrical Worker credentials, BCA workhead registration and testing-and-commissioning records against connected load and voltage level.
Design, supply and installation of building envelopes — curtain walls, cladding, glazing and rainscreen systems — that seal a structure against weather, wind and heat. Buyers assess wind-load and water-tightness testing, thermal performance and installation record against building height and envelope area.
Design, supply and installation of active fire protection — sprinklers, hydrants, hosereels, fire alarms, gas suppression and smoke control — certified under SCDF regulations. Buyers assess registered fire protection contractor status, Qualified Person endorsement and commissioning records against building occupancy and hazard class.
Installation of mechanical building services — process and plant piping, pumps, ductwork, compressed air and conveying systems — in buildings and industrial facilities, often delivered with electrical works as M&E packages. Buyers assess BCA workhead registration, pipe-welding certification and coordination capacity against project services scope.
Ground and substructure works that transfer building loads to competent strata — bored and driven piling, diaphragm walls, ground improvement and earth retention — designed to geotechnical data. Buyers assess BCA workhead registration, rig capacity and pile load-test records against soil conditions and structural loading.
Installation of water supply, sanitary drainage, sewerage and gas piping in buildings. Potable-water connections are regulated and require licensed plumbers. Buyers assess PUB Licensed Plumber registration, approval track record and pressure-test documentation against building type and fixture count.
Off-site manufacture of concrete and volumetric building elements — columns, beams, slabs, wall panels, staircases and PPVC modules — cast in controlled yards, then transported and installed on site. Buyers evaluate mould accuracy, curing control, BCA prefabrication accreditation and delivery scheduling against installation sequence.
Fabrication and erection of structural steel frames, trusses and members for buildings, bridges and industrial plants. Work covers cutting, welding, drilling and surface protection to structural drawings, then site erection. Buyers assess welding certification, coating systems and capacity against project tonnage and steel grade.
Companies shaping the sector
Gates PCM Construction builds and maintains railway track — ballasted and slab — on Singapore's MRT network, and supplies track machinery, locomotives and wagons. It holds three current LTA trackwork contracts, including R1019, a six-year programme awarded in July 2024 to replace every rail fastening system on the North-South and East-West lines. A member of Japan's JR East Group since July 2023; 280 employees at December 2022.
Puretech Engineering is a Singapore mechanical and electrical contractor established in 1995, wiring rail depots, airport terminals, shipyards and commercial buildings. Its current book spans four LTA rail contracts — Kim Chuan Depot, Hume Station, the Sengkang-Punggol LRT depot and Tengah Depot — plus the Shaw Tower redevelopment and the Mandai Lake Road resort development, and it fabricates switchboards and control panels rated to 22kV.
