ACMV services in Singapore

Design, installation and maintenance of air-conditioning and mechanical ventilation systems — chillers, air handling units, ductwork, cooling towers and controls — for comfort and process cooling. Buyers assess BCA workhead registration, energy-efficiency record and testing-and-balancing documentation against cooling load and building use.

ACMV — Air-Conditioning & Mechanical Ventilation — is a BCA-registered mechanical trade, and the buyer reads it off the register before anything else. The controlling workhead is ME01 (Air-Conditioning, Refrigeration & Ventilation Works) in the M&E category of the Contractors Registration System, graded L1 to L6, with L6 carrying no tender-value ceiling; larger integrated jobs also draw on ME15 (Integrated Building Services), and most serious ACMV houses also hold ME05 (Electrical) and ME06 (Fire Protection) so they can deliver a full M&E package. For a buyer commissioning a chilled-water plant, a data-centre cooling hall or a factory ventilation system, the stack that matters is: the ME01 grade (does the firm clear the tender ceiling); a central chilled-water plant track record (design-install-test-commission, not just split units); energy performance (chiller-plant efficiency in kW/RT, Green Mark / BCA-SGBC credentials, and the ability to hit the NEA minimum system-efficiency standard for centralised ACMV); and sector-specific cooling — precision/close-control for data centres, cleanroom and pharma-grade ACMV, marine ductwork. This is an install-and-commission trade, distinct from the ESCO/chiller-efficiency retrofit firms, which belong in Clean Energy `energy-efficiency`.

The field is three overlapping groups. First, the large M&E contractors that self-perform ACMV as one line inside a full mechanical-electrical package — Wah Loon (part of VINCI Energies), Chevalier (Singapore), and the Japanese multinational Taikisha, whose Singapore arm carries cleanroom and precision-HVAC pedigree. Second, the dedicated ACMV / chilled-water specialists registered squarely under ME01 — Poh Meng (ME01 L6, ME15 L6), KION (ME01 L5, central chilled-water/DX/VRV) and Soon Douglas. Third, the ductwork-led installers such as Paw Leck, who manufacture HVAC ductwork and install. Three shifts pull demand upward: hyperscale and colocation data-centre cooling (the moratorium lift and the DC-SG efficiency standard have made precision/close-control cooling the highest-value ACMV niche); district and centralised cooling (Marina Bay-style district cooling and campus chilled-water plants favouring firms with large central-plant experience); and the tightening energy-efficiency regime (NEA minimum ACMV system efficiency plus Green Mark 2021 pushing high-efficiency chillers, VSD and BMS-integrated controls). Boundary: chiller OEMs/traders (Daikin, Trane, Danfoss distribution) and chiller-as-a-service/ESCO players are not install contractors and are excluded.
