In Singapore, medical device manufacturing is defined by a regulatory licence, not a marketing claim: the Health Sciences Authority (HSA) issues 206 Manufacturer licences through its Medical Device Dealer's Licence Database, each bound to a named, inspected Singapore facility, and only 29 companies are verified device makers on that base. A buyer's evaluation therefore runs as a fixed question stack, in order: does the company hold a live HSA Manufacturer licence tied to a registered Singapore site; does it carry ISO 13485 and, for US-bound product, FDA establishment registration; what device class (Class II/III implantable, cardiovascular, ophthalmic, diagnostic, surgical) can it actually build; what cleanroom class (ISO Class 7 / 10,000, ISO Class 5 / 100) does it hold; and are its sterilisation and assembly processes validated. Roughly 20–25% of the verified 29 are SMEs and 16 of the 29 are multinational subsidiaries, so the licence — not the brand — is the first filter.
The shape of the base is three-layered. Multinational anchors — Medtronic (pacemakers, Changi), Edwards Lifesciences (heart valves), Becton Dickinson, Baxter and Alcon (ophthalmic, Tuas) — concentrate at Tuas Biomedical Park and the western industrial belt, several running high-value implantable and cardiovascular lines rather than commodity assembly. A local device/diagnostics/robotics layer sits alongside — Biosensors (drug-eluting cardiovascular stents), MiRXES (molecular cancer diagnostics), Osteopore (bioresorbable regenerative implants) — much of it clustered at the JTC MedTech Hub. Beneath both is a contract-manufacturer / EMS tier with dedicated medical lines — Forefront Medical, Racer Technology, Meiban, Inzign, Beyonics, Jabil, Flex, Sunningdale — running ISO 13485 cleanrooms for OEM customers. The structural shift is toward high-mix, high-value work (implantables, robotics, diagnostics), MedTech reshoring into an Asia manufacturing hub, and digital-health-adjacent device production.
