This is the working-vessel layer of the offshore and port economy — the owner-operators of offshore support vessels (OSVs) (anchor-handling tug supply, platform supply and accommodation vessels), the harbour-towage operators, and the marine salvage and wreck-removal contractors who respond when things go wrong. Singapore is a major OSV-owning centre and the region's emergency-response hub. The buyer — an oil major, a drilling contractor, a port or an underwriter — reads an operator on fleet composition and DP class (bollard pull, BHP, DP2/DP3), specialisation (AHTS, PSV, walk-to-work accommodation, salvage craft), regional coverage and classification/HSE credentials. The sector carries scar tissue: the 2015–16 oil downturn hollowed out Singapore's once-vast OSV fleet, collapsing Swiber and Ezra and distressing Otto Marine, Miclyn and Pacific Radiance — so the surviving owner-operators are a shorter, more verifiable list than a decade ago.
The homegrown core is real. PACC Offshore Services (POSH), a Kuok-group operator, runs AHTS to 200-tonne bollard pull and DP3 semi-submersible accommodation ("walk-to-work") vessels among the world's largest, plus MPA-licensed harbour towage. Marco Polo Marine operates nine AHTS plus a growing offshore-wind fleet, Britoil self-reports a large AHT/AHTS/PSV fleet, and Vallianz and Pacific Radiance round out the OSV owners. On towage, PSA Marine and the Keppel Smit Towage JV lead harbour operations (the latter named Southeast Asia's first LNG-powered tug and is trialling autonomous tugs), with Hong Lam Marine running harbour craft alongside bunkering. On salvage, Singapore Salvage Engineers fields 60+ support craft for wreck removal, heavy lift and pollution control, and SMIT Salvage (Boskalis) maintains regional emergency-response cover. Several of these firms are cross-tagged to subsea, offshore-wind and bunkering — one record, multiple slugs.
