Singapore is now the most cooling-constrained data-centre market in Asia, and cooling engineering — not land or power alone — is the discipline that decides whether a build passes regulatory muster. After a three-year moratorium (2019–2022) on new capacity, the government reopened growth through a pilot Call for Application that awarded roughly 80 MW across four operators, then a Green Data Centre Roadmap (2024) signalling at least 300 MW of additional capacity — but only for facilities that hit aggressive efficiency bars. Data centres already draw about 7% of national electricity, so the binding constraint is thermal: the BCA-IMDA Green Mark for Data Centres and the tropical DC-SG standard push operators toward a design PUE of about 1.3 in Singapore's ambient heat, and NEA's minimum ACMV system-efficiency rules govern the water-cooled chilled-water plants that most large halls still run. The commercial consequence is a scramble for cooling contractors who can certify efficiency, not just move air.
The buyer's stack runs on a small number of decisions. PUE / efficiency is the headline metric operators are graded on. The base architecture is a choice between air-cooled (packaged, higher PUE, simpler) and water-cooled chilled-water plant (lower PUE, dominant at scale), increasingly hybridised with liquid cooling — direct-to-chip cold plates, rear-door heat exchangers, coolant distribution units (CDUs) and full immersion cooling — as AI racks push past 30–100 kW and exceed what air can remove. Inside the hall, precision / close-control cooling (CRAC/CRAH units holding roughly ±1°C) protects mission-critical uptime, and every plant is specified for N+1 or 2N redundancy. On the contractor side the credential that matters for the mechanical build is the BCA ME01 grade, with L6 signalling capacity for the largest unlimited-value projects. The net-new field below splits into precision/CRAC specialists (Citec, Canatec), liquid- and immersion-cooling technology firms with Singapore operations (CoolestDC, Sustainable Metal Cloud) and mission-critical integrators (Power Partners) — sitting alongside the chilled-water M&E contractors already carried in the Construction sector.
