Building mechanical engineering in Singapore is governed by the Building and Construction Authority (BCA) Mechanical & Electrical (ME) register, not the general construction (CW) register, and a buyer reads a contractor's fitness straight off that registration. The relevant workheads are ME01 (Air-conditioning, Refrigeration & Ventilation Works), ME11 (Mechanical Engineering) and ME15 (Integrated Building Services), each graded L1 to L6, where L6 carries an unlimited public-tender limit and lower grades cap the contract value a firm may bid. The buyer's question stack runs: which ME workheads does the firm hold and at what grade (L6 = unrestricted); is this an integrated M&E house that can coordinate mechanical, electrical, ACMV, fire and plumbing under one contract (ME15), or a single-trade specialist; what project scale and sector is proven (institutional, industrial, infrastructure, or the increasingly dominant data-centre and cleanroom work); and what safety and quality credentials back it (bizSAFE, ISO 9001/14001/45001, Green Mark). Roughly a dozen firms hold ME15 at L6, the tier that clears the largest public and institutional M&E packages.
The shape of the field is a barbell. At the top sit a handful of large integrated M&E houses — Cyclect, VINCI Energies-owned Wah Loon, DLM, DLE M&E, Poh Meng and UG M&E — most carrying ME15 L6 and increasingly built around data centres, semiconductor and pharmaceutical cleanrooms, where a single M&E scope can run to tens of millions and demands Tier-rated redundancy and liquid cooling. Below them is a deeper bench of mechanical and ventilation specialists — KBE, Unicraft, Fidecs, KION and Sentron — doing mechanical ventilation, ductwork fabrication, chilled-water and ACMV for commercial, retail and institutional buildings. Two structural shifts are reshaping the register: BCA's push toward Integrated Digital Delivery (IDD) and Design-for-Manufacturing-and-Assembly (DfMA), which rewards firms that pre-fabricate M&E modules and model in BIM; and the Green Mark / energy-efficiency agenda, driving AI-optimised chiller plants, energy performance contracting and heat-recovery systems.
