Calibration in Singapore: the labs behind every certified measurement

SAC-SINGLAS accredits Singapore's calibration labs to ISO/IEC 17025 across eight disciplines, from pressure to flow. Why pharma, aerospace and construction demand traceable calibration — and how it links to national standards.

Regulated industries demand it because measurements must be traceable to national standards held by A*STAR's National Metrology Centre — a requirement written into pharmaceutical GMP, workplace-safety and construction rules.

A measurement nobody can trace is worthless

A pressure gauge that reads 5 bar is a claim, not a fact — until someone can prove that its “5 bar” ties, through an unbroken chain of comparisons, to the national standard for pressure. That chain is what calibration provides, and in Singapore it is the invisible layer beneath every regulated industry. A pharmaceutical batch record, an aircraft component’s inspection report, a structural load test: each rests on instruments whose accuracy has been certified by a calibration laboratory accredited to ISO/IEC 17025. Public search interest is small — roughly 110 queries a month for calibration services — but the trade sits under a large share of Singapore’s high-value manufacturing, because none of that manufacturing can be sold without measurements a customer or regulator will accept.

SAC-SINGLAS is the accreditation that makes a certificate count

Anyone can own a calibration instrument; far fewer can issue a certificate that a buyer or auditor will trust. The difference is accreditation by SAC-SINGLAS — the Singapore Accreditation Council’s laboratory scheme — against ISO/IEC 17025, the international standard for the competence of testing and calibration laboratories (medical labs use ISO 15189 instead). Accreditation is granted for specific measurements in specific fields, assessed by technical peers from industry, government and academia, and it is not a one-time badge: labs are reassessed to keep it. Crucially, SAC-SINGLAS accreditation is recognised internationally through the ILAC and APAC Mutual Recognition Arrangements, which span 121 economies — so a certificate issued in a Tuas calibration lab is accepted by a customer in Germany or Japan without re-testing. That recognition is the commercial point of the whole system.

Eight disciplines, from electrical to flow

Calibration is not a single skill but a set of physical domains, and SAC-SINGLAS accredits across eight of them: electrical, temperature, humidity and moisture, pressure, dimensional, force and torque, flow, and chemical. Each is a distinct laboratory with distinct reference equipment — a dimensional lab measuring to the micron with gauge blocks and coordinate machines looks nothing like a flow lab moving certified volumes of fluid. Most Singapore calibration houses accredit in a subset rather than all eight, and the broad-scope labs that cover many disciplines under one roof are the ones that serve the demanding compliance buyers — aerospace, pharmaceutical and petrochemical — who would otherwise have to send instruments to several providers. What every accredited measurement shares is traceability: the certificate names the reference standards used and the uncertainty of the result.

The chain runs up to the national standard

Traceability is not an abstraction; it terminates at a physical custodian. A*STAR’s National Metrology Centre (NMC) holds Singapore’s highest-level physical measurement standards and maintains them in step with the international definitions set under the Metre Convention, comparing its standards directly with peers such as America’s NIST and Germany’s PTB and signing the CIPM Mutual Recognition Arrangement on measurement. An accredited commercial lab calibrates its reference instruments against standards traceable to the NMC or an equivalent national institute; a factory then calibrates its working instruments against that lab. Every link carries a stated uncertainty, and the chain is unbroken from the shop floor to the SI unit. This is why “traceable to national standards” is the phrase that appears in audit after audit — it is shorthand for the whole architecture.

Regulated industries do not merely prefer it — they are required to use it

Calibration in Singapore is often not optional but mandated. The Health Sciences Authority’s Good Manufacturing Practice guidelines require that measuring equipment used in pharmaceutical production and quality control be calibrated against standards traceable to national or international standards. The Ministry of Manpower’s Workplace Safety and Health regulations require safety-critical measurement equipment — gas detectors, pressure gauges — to be kept in calibrated condition. Construction structural-measurement requirements specify traceable calibration, and any organisation certified to ISO 9001, ISO 14001 or ISO 45001 must use calibration traceable to national standards to keep the certification. One honest caveat: accreditation is scope-specific, so a lab accredited for pressure is not thereby accredited for temperature — a buyer must check that the exact measurement they need appears on the lab’s schedule, not merely that the lab is “SAC-SINGLAS accredited” in general.

The labs on the record
